IRM registers four new cases in Pakistan and Uganda

The Independent Redress Mechanism (IRM) has registered four new cases in its case register, regarding grievances about Green Climate Fund (GCF) projects in Pakistan (three cases) and Uganda (one case).

C0020/21/22 Pakistan – The IRM has registered three cases, C0020, C0021 and C0022, relating to GCF project FP085 “Green Bus Rapid Transit (BRT) Karachi" in Pakistan. The project aims to establish a 30 kilometer; fully segregated bus rapid transit system operated with the “world’s first” biomethane hybrid bus fleet. For the three cases, the complainants raised several concerns related to road rehabilitation activities under the project. Their concerns relate to storm water drainage systems, damage to sewage systems, lack of adequate street lighting, community health, safety and security risks, and lack of access to education, healthcare and religious institutions. They also expressed concerns around the lack of transparency and inadequate stakeholder consultations. The three cases were declared eligible and are in the initial steps stage to better understand the concerns raised and potential options for resolution.

C0023 Uganda – Considering the fatal drowning incidents raised in C0011 Uganda and C0012 Uganda, relating to the GCF project FP034 “Building Resilient Communities, Wetland Ecosystems and Associated Catchments in Uganda” and in line with the IRM’s Terms of Reference, the IRM has self-initiated a case around community health, safety and security. The case, C0023, is currently in the compliance appraisal stage where the IRM will determine whether the case should proceed to the investigation phase and, if so, define the scope of the investigation.
